Leinster Orienteering Council
Constitution

1 TITLE
The Council shall be known as the Leinster Orienteering Council (L.O.C.) hereinafter
referred to as the Council.
2 PURPOSE and RESPONSIBILITIES
The purpose of the Council shall be to encourage, promote and control the sport
of Orienteering in Leinster.
The Council shall be responsible for :-
a) Representing Leinster to the Irish Orienteering Association.
b) Nominating teams to represent Leinster at Orienteering competitions.
c) Establishing and organising Leinster Orienteering Championships.
d) Co-ordinating the activities of its constituent members.
e) Establishing, publishing and enforcing such bye-laws as are felt will be
beneficial to the affairs of the Council.
f) Encouraging social activities among members.
g) Determination of fixtures within Leinster.
h) Collection of event levies and other levies on behalf of the Association.
i) Generation of funds for use at regional level.
j) Co-ordination of club and regional-level coaching within Leinster.
k) Development of schools and junior orienteering.
l) Development of clubs within Leinster.
m) Public relations and promotion of orienteering.
n) Maintenance of technical standards.
o) Fulfilment of administrative responsibilities to the IOA Executive and to
orienteering clubs within Leinster.
3 MEMBERSHIP
Membership of the Council each year is open to:-
a) Specialist Orienteering Clubs, either open or closed, as defined by the
Rules of Orienteering.
b) Non-specialist organisations who include Orienteering as part of their activities.
Affiliated bodies must pay their annual affiliation fees to the Irish Orienteering
Association to remain in good standing.
4 MANAGEMENT
4.1 Leinster Council
a) The affairs of the Council shall be conducted by a Leinster Council. Membership
of the Council shall be as defined in paragraphs 6.2, 8.4, 8.5, 8.6, and 8.7
of the Irish Orienteering Association’s constitution. These paragraphs
state :- 6.2 Regional Councils, which shall be subordinate to, and which shall
report to the Executive Committee, shall conduct regional affairs; 8.4 Each
Regional Council shall be comprised of representatives of orienteering Clubs
from within the region, elected at Regional Council AGM.. 8.5 Each orienteering
club within a region, whether specialist or non-specialist, open or closed,
is entitled to at least one representative on the Regional Council. If during
the normal course of elections at a Regional AGM, a club fails to have a representative
elected to the Council, it may nominate a representative to serve as an Ordinary
Member of the Council. 8.6 Orienteering Clubs with more than 100 registered
members in the previous year shall be entitled to a second representative on
the Regional Council. 8.7 No orienteering club shall have more than three representatives
on a Regional Council.
b) The Leinster Council shall meet at least once each calendar
year. An Annual Council meeting shall be held between the first
week in June and the third week in July each year. At this meeting
reports will be made by the officers of the Council and elections
shall be held to appoint officers and representatives for the following
year.
c) Each representative at a Council meeting shall have one vote,
except that group members of orienteering clubs (as defined by
paragraph 4.12 of the I.O.A. Constitution) and Associate members
of the I.O.A. shall not have voting rights at the Leinster AGM.
A quorum at all Council meetings shall be not less than one third
of the total number of members entitled to vote at the meeting.
In the event of a quorum not being reached the meeting shall be
adjourned to a convenient time and place determined by the members
present, the members present at such an adjourned meeting (being
not less than two) shall constitute a quorum.
d) Any decision of the Leinster Council may be reviewed by the
Central Council of the Irish Orienteering Association and on such
review may be varied or rescinded but shall be binding in Leinster
unless and until so rescinded.
e) The Honorary Secretary or other appropriate member shall at
all Council meetings maintain a record of the business of the meeting
and the names of those present.
f) The Council must meet at the request of:-
1. The Executive Committee
2. Any specialist member body
3. The Chairperson
4. The Central Council of the Irish Orienteering Association
g) The Annual Council meeting shall be open to all members of
affiliated bodies. Any other Council meetings may be open or closed
at the discretion of the body or person calling the meeting.
h) The Council shall have the power to delegate their responsibilities
to Committees, the members of which need not be members of the
Council.
4.2 The Executive Committee
An Executive Committee shall be elected at the Annual Council
meeting to run the affairs of the Council for the following year.
The membership of the Executive Committee shall consist of:-
1. Chairperson
2. Honorary Secretary
3. Honorary Treasurer
4. Fixtures Secretary
5. Junior Affairs Officer
6. Mapping Co-ordinator
The Chairperson shall be a member of the Council and shall preside
over all Council Meetings. The Chairperson shall not serve for
more than three consecutive years.
If the post of any officer becomes vacant during the year the
committee shall have the power to appoint a replacement.
4.3 Finance
The financial year shall be from 1st June to 31st May each year.
The accounts of the Council shall be balanced to the 31st May each
year and submitted, after independent audit, to the Annual Council
meeting. All payments from the Council’s funds shall be by
cheque drawn on the Council’s bank account and signed by
any two of three designated executive committee members.
4.4 Notices
Notices shall be sent to the secretaries of affiliated bodies.
The minimum requirement for notices shall be as follows:-
Annual Council Meeting 20 days
Other Council Meetings 30 days
5 AMENDMENTS TO THE CONSTITUTION
Amendments to the Constitution can be made at any Council Meeting.
Notice of proposed amendments shall be received in writing by the
Honorary Secretary at least 20 days before the meeting and circulated
to affiliated bodies at least 10 days before that meeting.
The Constitution of the Council shall at all times be subject
to the overriding authority of the Irish Orienteering Association’s
Constitution. Any clauses which are found to be in direct conflict
with the Constitution of the Irish Orienteering Association shall
be void.
Amendments to the Constitution shall require the approval of a
simple majority of those present at a General Meeting of the Leinster
Council.
6 DISSOLUTION
In the event of the dissolution of the Council any assets thereof
shall be disposed of in accordance with the purposes of the Council
as defined in clause 2.
